After a bond authorized under Proposition 39 is passed, state law requires that a Citizens' Oversight Committee be established to work with the District.


In accordance with Education Code Section 15278(b), the CBOC shall:

  • Inform the public concerning the District's expenditure of Measure G bond proceeds;

  • Review expenditure reports produced by the District to ensure that Measure G bond proceeds were expended only for the purposes set forth in Measure G;

  • Present to the Board of Education, in public session, an annual written report outlining their activities and conclusions regarding the expenditure of Measure G bond proceeds.

If you are interested in becoming a member of the CBOC, please fill out the CBOC Application and submit it to Newark Unified School District: 5715 Musick Avenue, Newark, CA  94560 (Attention:  Business Services Department).


All CBOC member appointments must be approved by the Board of Education. The Board accepts applications for any CBOC position at any time. The Board also has the discretion to expand membership beyond the legally required seven members.


CBOC members serve two-year terms. They may be eligible for reappointment for a second or third term.
